An internal committee at the Bangkok Metropolitan Administration
(BMA) has ruled the appointment of 16 officials to senior position was
unfair to other staff and should be cancelled.
The Merit Systems Protection Commission of the BMA reached its
decision after examining complaints lodged by Luksana Mattawongphaibool
and other two officials, according to a report in Daily News.
They complained that the appointment of 16 senior officials signed by City Clerk Ninnart Chalitanont on Feb 5, 2013 was unfair to others as the appointments were based on a list of officials who applied for vacant positions on Oct 16, 2012.
They said that in the absence of a fresh announcement of new available positions after October 2012, other officials lost the opportunity to apply for positions. This also increase the candidacy opportunities to apply for positions. This also increase the candidacy opportunities of those on the earlier list.
Mr Luksana also complained that normally the BMA announces all
available positions before making appointments. In this case it did not
and the positions were awarded to people close to executives at City Hall.
The commission agreed the appointments were unfair and illegal and should be cancelled.
The commission said it did not take the issue of appointments of close aides into consideration in making the decision.
The appointments should be cancelled within 60 days of the commission’s decision, made on Tuesday, Dec 3.
MR Sukhumbhand Paribatra of the Democrat Party was re-elected to office for a second term as governor in March 2013. Ms Ninnat has been city clerk since Oct 1, 2012.
